Mr. Maxle.

The proposals in Saving telegram No.1366 of 8.1.46 ((1) herein) from Hong Kong were:-

(i) Reorganisation and reduction of the

European Inspectorate. This is being dealt with on 54144/3B.

(ii)

Increase in numbers and pay of the local (Chinese) inspectorate. This has been approved -vide (12) herein.

Increase in numbers and pay of Chinese rank and file.

Further recommendations to follow re reduction in numbers and future pay of Indian rank and file

(v) Rent allowances to all members of the

Force (with more than 2 years' service) up to the rank of Chief Inspector.

(vi) Adjustment in scales of pay of Fire Brigade

and Prison Department.

2. The proposal at (iii) above was put to the Treasury for approval (vide (17) herein). Treasury replied, at (18), that it would be preferable to settle pay and numbers of the Chinese and Indian sections at the same time.

3. We now have, at (20), the Governor's recommendations regarding the Indian section.

44. Before we put to the Treasury the proposals for both the Chinese and Indian sections we must know the cost of the Indian Section. The pay proposed for Indians is the same as for Chinese but with rations in addition. We do not know what the annual cost of 300 Indians plus rations will amount to though a figure of about $125,000 might be guessed from the estimates scheduled at the end of (1). In addition there will be the pensions and gratuities of those Indians whose services are not retaineu, as given in paragraph 2 of (20).

5. Apart from the proposal to retain all Mohammedan Indians we do not know on what basis the selection of others to be retained will be made. This presumably, has been or will be considered by the Hong Kong authorities.

6. In the first instance, though, we must know the cost of the proposed serving Police Force and I submit telegram to Hong Kong accordingly.
